  In the new wave of industrial transformation, pursuing greater growth and driving the upgrading and localization of manufacturing have become imperative. As a key new engine of industry, high-end equipment manufacturing will be at the heart of this process, with policies expected to deliver sustained favorable support. After years of development, the high-end equipment manufacturing sector has achieved unprecedented progress and has begun to take shape as a distinct industrial landscape.

  Not only are policies consistently favorable in the long term, but the high-end equipment market also boasts enormous growth potential. According to the “Prospective Analysis and Investment Strategy Planning Report on the Development of the High-End Equipment Manufacturing Industry” released by the Qianzhan Industry Research Institute, by 2020, sales revenue in the high-end equipment manufacturing sector is expected to reach RMB 16.55 trillion, with its share of the broader equipment manufacturing industry rising to 25%. It can thus be anticipated that during the 13th Five-Year Plan period, the high-end equipment manufacturing industry will enter another five-year phase of strategic opportunity, with sectors such as aerospace equipment, high-end CNC machine tools, robotics, modern agricultural machinery, marine engineering equipment, and high-tech vessels poised to benefit first. Despite a promising outlook, significant gaps remain when compared with international advanced standards—namely, weak innovation capacity, a lack of core technologies, an incomplete industrial system, and lagging development of supporting service infrastructure. To address these challenges, future efforts should focus on accelerating the growth of the high-end equipment manufacturing sector along three key dimensions.

  First, we must strengthen independent innovation and enhance industrial competitiveness. On the one hand, the government should coordinate efforts to tackle key technological challenges in critical sectors and guide enterprises to increase R&D investment, thereby breaking through bottlenecks. On the other hand, enterprises should collaborate with government agencies and research institutions on R&D initiatives, facilitate the application of research outcomes, and promote the development of industry-wide technology platforms, thus boosting sectoral competitiveness.

  Secondly, proactively expand both domestic and international markets. Governments at all levels should support the development of domestic equipment‑manufacturing enterprises and foster a favorable environment for domestic demand. At the same time, they should encourage and guide leading domestic companies to go global, advancing project cooperation in countries and regions along the Belt and Road Initiative.

  Finally, we will optimize industrial structure adjustment and spatial planning. To refine the product mix, we will encourage the adoption of advanced technologies to modernize and upgrade industries; to improve organizational structures, we will promote corporate mergers and reorganizations, facilitate resource integration, and ensure fair market competition; and to optimize spatial distribution, we will establish a number of demonstration bases and develop internationally renowned industrial clusters.

  During the 13th Five-Year Plan period, China’s high-end equipment manufacturing sector is set to enter a phase of policy-driven growth, enjoying strong momentum and promising prospects. However, it is essential to accurately recognize the gap with international advanced standards and adopt a multi-pronged approach to accelerate the development of high-end equipment.
